Perry signs handful of bills that tweak concealed handgun license, firearm laws

The Legislature didn’t pass either of the two campus carry bills that would allow concealed handgun license holders to bring their guns into classrooms and buildings on higher education campuses.

The Senate version was stalled in committee and the House version never made it to the Senate floor for debate — some Democrats threatened to filibuster if it did.

Campus carry also didn’t make it onto Gov. Rick Perry’s special session call that instead includes abortion, transportation and redistricting.

Another gun bill was originally supposed to impose a penalty for businesses owned or leased by a governmental entity that illegally display the ‘no firearms’ sign. It got bogged down with amendments that would allow lawmakers and members of Congress to carry guns anywhere, a privilege not offered to the majority of Texans, and was killed on the House floor.

But a number of bills from a pretty lengthy list did pass that alter how Texans can be licensed to carry and where they can carry, so if your CHL is about to expire, some of these might apply:

Guns in cars: Allows people, including students, with concealed handgun licenses to store their firearms in their cars on a university campus or in parking lots. Neither public nor private universities can create a law prohibiting it. Was expanded in conference committee to go beyond just students. Effective Sept. 1, 2013.
